One of the primary goals of the cadet forces is to develop leadership - the rank structure upon which the ACF and CCF are both based on ensure that leadership is an attribute that is present, in varying quantities and qualities, everywhere in the cadet forces. Throughout a cadet career, it is the goal to progress up this ladder, and develop leadership through promotion "up the ranks". However, there is no reason why a new cadet cannot show just as much leadership as a Sergeant with 4 years experience.
